A BILL

TO AMEND ARTICLE 1, CHAPTER 101, TITLE 59 OF THE 1976 CODE, RELATING TO COLLEGES AND INSTITUTIONS OF HIGHER LEARNING, GENERALLY, BY ADDING SECTION 59-101-440, TO PROVIDE THAT COLLEGES AND UNIVERSITIES IN THIS STATE ARE PROHIBITED FROM SCHEDULING A HOME INTERCOLLEGIATE FOOTBALL GAME ON A FRIDAY.

Whereas, traditionally, communities throughout South Carolina have gathered to enjoy high school football on Friday nights; and

Whereas, high school football games allow football players, members of the marching band, cheerleaders, and students, along with parents and members of the community to come together to support their school and players; and

Whereas, Saturday afternoons and evenings in the fall provide our State's colleges and universities the opportunity to compete against national and local rivals; and

Whereas, scheduling intercollegiate football games on Friday nights has become a trend across the nation that threatens to overshadow high school games and to disrupt communities' engagement with their schools; and

Whereas, both high school and intercollegiate football games are an important facet of South Carolina's culture, and residents of this State should be able to enjoy both. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 1, Chapter 101, Title 59 of the 1976 Code is amended by adding:

"Section 59-101-440.    Colleges and universities in this State are prohibited from scheduling a home intercollegiate football game on a Friday."

SECTION    2.    This act takes effect upon approval by the Governor.
