A HOUSE RESOLUTION

TO CONGRATULATE YAKUBU DOGARA, A NIGERIAN POLITICIAN, ON HIS OUTSTANDING SERVICE TO HIS COUNTRY AND TO HONOR HIS SIGNIFICANT CONTRIBUTIONS TO THE PROSPERITY AND ECONOMIC GROWTH OF NIGERIA.

Whereas, the members of the South Carolina House of Representatives value the dedication and fortitude of Yakubu Dogara as Speaker of the Nigerian House of Representatives; and

Whereas, born in 1967, he graduated from Gwarangah Primary School in the Tafawa Balewa Local Government Area of Bauchi State in 1982 and continued his studies at Bauchi Teachers' College where he obtained a Grade II Teachers' Certificate in 1987; and

Whereas, in 1992, Mr. Dogara earned a bachelor of law (LLB Hons.) degree from the University of Jos in Plateau State, and from 1992 to 1993, he studied at the Lagos campus of the Nigerian Law School and was called to the bar in 1993. He later received a master's degree (LLM) in international commercial law at Robert Gordon University in Aberdeen, Scotland. He has taken a number of specialized courses at Oxford University, the Harvard Kennedy School, and Cambridge University in the United Kingdom; and

Whereas, a member of the APC, Speaker Dogara has served in the House of Representatives for Bogoro/Dass, Nigeria/Tafawa Balewa, Nigeria Federal constituency of Bauchi State since 2007, and is currently the fourteenth Speaker of the Nigerian House of Representatives; and

Whereas, early in his career, he served as a teacher, and from 1994 to 2005, he was in private legal practice, until his appointment as special assistant to the Minister of State for Transport. In 2007, he was elected to serve in the House; and

Whereas, during his sessions in the House, Speaker Dogara has advocated for independence of the legislature; chaired and served on numerous committees; and supported legislation for tenancy, regulating monopolies, company law, and intellectual property; and

Whereas, when elected Speaker in 2015, he introduced a legislative agenda for the Eighth House to guide the next four years, and he constituted a committee to review obsolete laws in order to repeal or amend necessary laws in line with global best practices; and

Whereas, Speaker Dogara has long advocated for the need to update Nigeria's laws in order to attract investments and provide jobs for the nation's millions of unemployed; to stimulate the nation's economic growth; and to reconstruct, rehabilitate, and recover the North-East region of Nigeria, ravaged by six years of uprising; and

Whereas, he has received numerous honors for his ability to manage the affairs of the House effectively and for quelling the chamber's leadership crisis in the House when he became Speaker; and

Whereas, to secure political representation for Nigeria's youth, Speaker Dogara has actively supported the Not Too Young To Run campaign to lower the age of eligibility for elective offices; and

Whereas, as Speaker, he has advocated extensively for local government autonomy in Nigeria, both politically and financially, believing that it will result in more rapid local development; and

Whereas, dedicated to his profession, he is a member of the Nigerian Bar Association, the International Bar Association, the Nigerian Institute of Management, the Chartered Institute of Mediators and Conciliators, the Cyber Bar Association, and the Social Policy Association, and associate member of the Institute of Environment Management and Assessment and the World Jurist Association; and

Whereas, the South Carolina House of Representatives takes great pleasure in recognizing the meaningful leadership that Yakubu Dogara has provided to the citizens of Nigeria. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Yakubu Dogara, a Nigerian politician, on his outstanding service to his country and honor his significant contributions to the prosperity and economic growth of Nigeria.

Be it further resolved that a copy of this resolution be presented to Speaker Yakubu Dogara.
