TO CONGRATULATE SERGEANT LEWIS E. MARSHALL, SR. UPON THE OCCASION OF HIS RETIREMENT FROM LAW ENFORCEMENT, TO COMMEND HIM FOR HIS FIFTY YEARS OF DISTINGUISHED PUBLIC SERVICE TO THE STATE OF SOUTH CAROLINA, AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.
Whereas, the members of the South Carolina Senate are pleased to recognize Sergeant Lewis E. Marshall, Sr. upon the occasion of his retirement on March 1, 2017 for his many accomplishments in service to the State of South Carolina; and
Whereas, Sergeant Marshall began his career in 1967 as an officer in Clinton, South Carolina. He pursued an education in law enforcement in Safety Harbor, Florida, gaining knowledge as a K-9 handler and a student at the police academy, where he graduated with four hundred eighty credit hours; and
Whereas, after moving back to South Carolina in 1975, Sergeant Marshall worked for the Lexington County Sheriff's Department, the Town of Leesville as the chief of police, and the Richland County Sheriff's Department; and
Whereas, as part of his duties, Sergeant Marshall spent many hours educating community members, school officials, and church congregations about the occult, including how the occult affects those involved and how to identify key traits of kids or young adults who may be involved. Oftentimes, he helped involved individuals leave a lifestyle of mental and physical abuse. Despite the significant risk, he also lead investigations at known occult gathering spots, which typically involved disturbed graves, vandalized churches, or sites of human or animal sacrifice; and
Whereas, Sergeant Marshall's knowledge of hypnosis was also invaluable to agencies across the State, and he educated many teachers and students on the use of hypnosis in law enforcement; and
Whereas, Sergeant Marshall established K-9 divisions for both Lexington and Richland County, and he was well known for his love of K-9s and his view of the K-9 as an equal or partner. He spearheaded fundraising for cooling vests and bulletproof vests for the K-9 departments he oversaw, and he dedicated many hours to training K-9 divisions in narcotics, officer protection, and bomb work; and
Whereas, Sergeant Marshall also trained two therapy dogs, Lucky and Noel, for hospitals and nursing homes throughout the Midlands. Sergeant Marshall understood the unspeakable value of the dogs' ability to bring smiles and joy; and
Whereas, the State of South Carolina will greatly miss a strong protector, knowledgeable man, and great officer. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, congratulate Sergeant Lewis E. Marshall, Sr. upon the occasion of his retirement from law enforcement, commend him for his fifty years of distinguished public service to the State of South Carolina, and wish him continued success and happiness in all his future endeavors.
Be it further resolved that a copy of this resolution be presented to Sergeant Lewis E. Marshall, Sr.
