A SENATE RESOLUTION

TO CONGRATULATE HARVIN E. BROCK UPON THE OCCASION OF HIS RETIREMENT FROM THE SOUTH CAROLINA DEPARTMENT OF NATURAL RESOURCES, TO COMMEND HIM FOR HIS THIRTY-SEVEN YEARS OF DISTINGUISHED PUBLIC SERVICE TO THE STATE OF SOUTH CAROLINA, AND TO WISH HIM CONTINUED SUCCESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, the members of the South Carolina Senate are pleased to recognize Harvin E. Brock of Manning, South Carolina upon the occasion of his retirement; and

Whereas, Harvin graduated from Spartanburg Methodist College with an Associate of Arts in Criminal Justice in 1977 and from the University of South Carolina with a Bachelor of Science in Criminal Justice in 1979. He also attended the Criminal Justice Academy in 1980, completing over one thousand two hundred hours in training and workshops; and

Whereas, Harvin has worked for the South Carolina Department of Natural Resources since 1980, as Conservation Officer, Corporal for Clarendon County, First Sergeant for Clarendon County, Interim Captain for Region 2, and Captain for Region 3. He was also a member of the Tactical Duty Team and a member and leader of the Aquatic Investigations and Recovery Team. In his varied roles with the department, he has supervised Lieutenants and staff; coordinated activities with other division supervisors and agencies; monitored budgets and assessed equipment; assisted in investigations; and coordinated disaster preparedness efforts, even assisting in New Orleans after Hurricane Katrina; and

Whereas, during his career with the department, Harvin was instrumental to many projects, including the establishment of a wildlife management area, mosquito abatement programs, the turkey restocking program, fish restockings, Bass Tournaments, the Striped Bass Festival, Career Day lectures in public schools, internships, a quarterly program with a local radio station, the reorganization of testing for new applicants, implementation of drug interdiction, and work on I-95; and

Whereas, a disciplined leader, Harvin was also Counselor and Assistant Chief with the Law Enforcement Cadet Academy, a one-week camp program for high school seniors, and was a first aid and CPR instructor for Clarendon County agencies and civic organizations and the F.E. Dubose Vocational School; and

Whereas, Harvin has been honored with numerous awards throughout his career, including Department of Defense Pro Patria, Patriotic Employer, Rotary International Group Study Exchange Program, and Officer of the Year for both the Clarendon County Officers Association and District 6; and

Whereas, an active member of his community, Harvin assisted with the coordination of fundraisers such as The Taste of Clarendon and Pig Tails for many years. He is also a member of Manning Methodist Church and is Chairman of the Staff-Parish Relations Committee; and

Whereas, the members of the South Carolina Senate are grateful for the dedication and commitment that Harvin E. Brock has shown in serving the State and the people of South Carolina. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, congratulate Harvin E. Brock upon the occasion of his retirement from the South Carolina Department of Natural Resources, commend him for his thirty-seven years of distinguished public service to the State of South Carolina, and wish him continued success in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to Harvin E. Brock.
