A CONCURRENT RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY UPON THE PASSING OF BATTALION CHIEF JOSHUA CARNEY OF HORRY COUNTY, AND TO EXTEND THEIR DEEPEST SYMPATHY TO HIS LOVING FAMILY AND HIS MANY FRIENDS.

Whereas, the members of the South Carolina General Assembly were saddened to learn of the death of Battalion Chief Joshua Carney at the age of forty-one on Thursday, October 19, 2017; and

Whereas, formerly of North Haven, Connecticut, Josh embarked on his firefighting career when he joined the United States Air Force upon graduating from high school. After four years of military service, he joined Midway Fire Rescue in January 2000; and

Whereas, while serving at Midway, Josh earned an associate's degree in fire science from Keiser University in Florida, which played a vital role in his elevation to captain in 2009. As captain, Josh was in charge of the station, being responsible for scheduling, overseeing fire and accident scenes until the arrival of a chief, writing reports, and making sure everybody had the right training, particularly new firefighters. Ultimately, due to his experience and leadership, Josh rose to the position of Battalion Chief; and

Whereas, Josh's eighteen-year career at Midway demonstrated his commitment to helping others. The risks also came with rewards, like when he and his crew revived a man who had gone into cardiac arrest at the Pawley's Island Post Office, and the grateful man later stopped by the fire station to thank them for saving his life; and

Whereas, Josh's love of firefighting motivated him to expand his knowledge of the field, which included training as an airport firefighter and Hazmat technician, and completion of the Air Force Fire Department Rescue School, which deals with confined space and high angle rescues. In his limited free time, Josh owned and operated JLS Firearms Training; and

Whereas, Josh is survived by the love of his life and wife of twenty years, Lillian Collins Carney and his treasured daughter Shayla Carney, a student at the prestigious South Carolina Governor's School for Science and Mathematics, as well as his mother, Kim Powers Carney, and sister, Megan Carney; and

Whereas, the members of the South Carolina General Assembly are grateful for the life and legacy of Battalion Chief Josh Carney and for the example of sacrifice and kindness he set for all who knew him. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, express the profound sorrow of the members of the General Assembly upon the passing of Battalion Chief Joshua Carney of Horry County, and extend their deepest sympathy to his loving family and his many friends.

Be it further resolved that a copy of this resolution be presented to Mrs. Lillian Collins Carney.
