To whom was referred a Bill (H. 4909) to amend the South Carolina Code of Laws by amending Section 7-7-350, relating to designation of voting precincts in Lancaster County, so as to remove one precinct, etc., respectfully

Explanation of Fiscal Impact
State Expenditure
This bill removes a voting precinct in Lancaster County and updates the reference to a precinct map on file with the clerk of court and the SEC and maintained by RFA. The SEC indicates that the removal of a voting precinct will be managed under normal commission operations, and therefore, this bill will have no expenditure impact.
Local Expenditure
This bill removes a voting precinct in Lancaster County and updates the reference to a precinct map on file with the clerk of court and the SEC and maintained by RFA. Lancaster County may experience some expenditure savings from the closure of a precinct polling location, the amount of which is likely to be minimal. Therefore, RFA anticipates that there will be no expenditure impact on Lancaster County.

TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY AMENDING SECTION 7-7-350, RELATING TO DESIGNATION OF VOTING PRECINCTS IN LANCASTER COUNTY, SO AS TO REMOVE ONE PRECINCT AND REDESIGNATE THE MAP NUMBER ON WHICH THESE PRECINCTS ARE DELINEATED.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 7-7-350 of the S.C. Code is amended to read:
Section 7-7-350. (A) In Lancaster County there are the following voting precincts:
521 North
Antioch
Black Horse Run
Buford
Camp Creek
Carmel
Chesterfield Avenue
College Park
Douglas
Elgin
Erwin Farm
Flat Creek
Gold Hill
Harrisburg
Heath Springs
Hyde Park
Jim Wilson
Kershaw North
Kershaw South
Lake House
Lancaster East
McIlwain
Osceola
Pleasant Hill
Pleasant Valley
Possum Hollow
Rich Hill
River Road
Riverside
Six Mile Creek
Springdale
The Lodge
Tradesville
Unity
University
Van Wyck
(B) The precinct lines defining the above precincts are as shown on maps filed with the clerk of court of the county and also on file with the State Election Commission as provided and maintained by the Revenue and Fiscal Affairs Office designated as document P-57-23AP-57-24.
(C) The polling places for the precincts provided in this section must be established by the Board of Voter Registration and Elections of Lancaster County subject to approval by a majority of the Lancaster County Legislative Delegation.
SECTION 2. This act takes effect on January 1, 2025.
