Overview of South Carolina Code of Regulations and South Carolina Constitution
State agencies are authorized by law to promulgate regulations to carry out their duties and responsibilities. Regulations must be reviewed by the General Assembly before they can take effect.
Once a regulation goes through the General Assembly review and is approved, it is incorporated into the South Carolina Code of Regulations. The Code of Regulations is updated
on the South Carolina Legislature Online website in early to mid January. The Code of Regulations files are available in HTML and Word format and may also be accessed via
a searchable database.
When a bill that amends an Article of the South Carolina Constitution passes both the House and Senate, it is enrolled for ratification, assigned a ratification number and sent to the Governor to be signed.
Once the bill has been signed by the Governor, it is assigned an Act number and becomes law, pending the terms of the effective date of the Act. The Act is
then incorporated into the South Carolina Constitution and in mid January of each year the South Carolina Constitution of Laws
is updated on the South Carolina Legislature Online website. The Constitution files are available in HTML and Word format and may also be accessed via
a searchable database.
