Amend the bill, as and if amended, Section 11-11-415(A), as contained in SECTION 1, page 2, beginning on line 18, by striking item (2) of subsection (A) and inserting:

/ (2)            As used in this subsection, the 'adjusted base-year estimate' is the general fund revenue estimate made by the Board of Economic Advisors in February, 2011, for fiscal year 2011-2012, including both recurring and nonrecurring revenues from whatever source derived as adjusted annually and cumulatively as provided in item (1) of this subsection. /
