Amend the bill, as and if amended, Part IB, Section 72, GOVERNOR'S OFFICE, page 462, after line 33, by adding an appropriately numbered new proviso to read:
/ 72.___ (GOV: ECOS - Zero-Based Budgeting) Upon enactment of H.3066, the Governor's Executive Budget Office shall consider incorporating the recommendations of the State Treasurer's "Report on Zero-Based Budgeting" dated January 6,2011, when developing budget recommendations for presentation to the General Assembly. /
