Amend the bill, as and if amended, Part IB, Section 80C, B&C-EMPLOYEE BENEFITS, page 482, after line 9, by adding an appropriately numbered new proviso to read:
/ 80C.___. (BCB/EB: Insurance Increase) From the funds appropriated for Health Insurance - Employer Contributions, the Budget and Control Board shall expend an amount sufficient to pay for one-half of the 4.5% rate increase in the State Health Plan. The employee is responsible for paying for the other one-half of the rate increase. Any funds appropriated in excess of the amount necessary to pay for one-half of the rate increase must be credited to the OPEB Trust Fund. /
