    Amend the bill, as and if amended, Part IB, Section 80A, BUDGET AND CONTROL BOARD, page 481, after line 26, by adding an appropriately numbered new proviso to read:
/     80A.___.     (BCB: Agency Deficit Prohibition)     Agencies, departments, and institutions of the State shall not make expenditures in excess of appropriations provided in this act. All provisions of law permitting an agency deficit to be recognized are suspended.                         /
    Renumber sections to conform.
    Amend sections, totals and title to conform.
