Amend the bill, as and if amended, Part IB, Section 90, STATEWIDE REVENUE, page 538, after line 14, by adding an appropriately numbered new proviso to read:
/90.___. (SR: HHS Appropriation Adjustment) The appropriation of state funds contained in this act to the Department of Health and Human Services are reduced by one hundred million dollars and the corresponding amount of the reduction is transferred to the Contingency Reserve Fund. In order to provide maximum flexibility in absorbing the funding reductions mandated in this proviso, the department is given maximum flexibility to reduce or transfer funds from and between programs or areas within the department. /
