EXPLANATION:
Amend the bill, as and if amended, Part IB, Section 33, DEPARTMENT OF HEALTH & HUMAN SERVICES, by adding an appropriately numbered paragraph at the end to read:
/ 33.__(DHHS: Medicaid Expansion)
(A) During the current fiscal year and with the
funds appropriated to the Department of Health and Human
Services, the state shall expand the Medicaid program, pursuant
to the provisions of the Patient Protection and Affordable Care
Act, P.L. 111-148, as amended by the Health Care and Education
Reconciliation Act of 2010 (ACA), in order to provide coverage
to adults age nineteen through sixty-four and families with
income at or below one hundred and thirty-three percent of the
federal poverty level (FPL), which includes a five percent
income disregard, equating to income at or below one hundred
thirty-eight percent of the federal poverty level (FPL).
(B) The Executive
Budget Office is directed to provide all necessary increased
authorization related to the Medicaid expansion. The Department
of Health and Human Services is directed to take all necessary
steps to implement the Medicaid expansion as provided for in
subsection (A) and is the lead agency for implementation. The
Department of Health and Human Services is authorized to seek
assistance from any state or federal agencies or entities in
order to implement the program, and all state agencies or
entities shall provide wish assistance as requested by the
Department of Health and Human Services. /
