EXPLANATION: Delete proviso 3.5 that allowed debit cards to be used to purchase lottery tickets.

Amend the bill, as and if amended, Part IB, Section 3, LOTTERY EXPENDITURE ACCOUNT, page 330, paragraph 3.5, lines 18-22, by striking the proviso in its entirety.

Renumber sections to conform.
Amend totals and titles to conform.
