    Amend the bill, as and if amended, after SECTION 2, by inserting an appropriately numbered new SECTION to read:

    /         SECTION     __.     Implementation of this act is contingent upon the appropriation of state general funds or the availability of financial support from other sources and must be operational within one year of adequate funding becoming available.         /

    Renumber sections to conform.
    Amend title to conform.
