Amend the bill, as and if amended, Part IB, Section 1, DEPARTMENT OF EDUCATION, page 303, after line 31, by adding an appropriately numbered new proviso to read:
/ (SDE: General Obligation Bonds) In the current fiscal year, Dorchester School District Two, Beaufort County School District, and York County School District 4, may issue general obligation bonds up to one-half of the constitutional limit to supplement operational costs provided for in this act. If the district opts to issue the bonds using an authorization limited to certain purposes, then such authorization is deemed to include the purposes set forth in this proviso. To utilize the provisions of this act, the school district must receive approval from a majority of the legislative delegation of the county in which the school district is located. /
