Amend the joint resolution, as and if amended, by adding an appropriately numbered SECTION to read:

/SECTION ___. A. A qualified elector must be permitted to vote by absentee ballot, without a witness required, in the 2020 general election. To the extent allowed by federal law, the state, counties, and municipalities may apply for reimbursement of expenses incurred to implement the absentee voting extension pursuant to the provisions of this SECTION.

B. This SECTION takes effect upon approval by the Governor and expires on November 4, 2020. /
