Amend the bill, as and if amended, by adding a new subsection to be appropriately lettered to SECTION 2 to read:

The Special Committee may not accept and the General Assembly may not approve any offer to purchase the assets of the Public Service Authority or any portion thereof which offer is made contingent upon the reenactment of the Base Load Review Act or any similar variation of the Base Load Review Act containing comparable provisions. /
