Rep. THIGPEN proposes the following Amendment No. 42 to H. 3094 (COUNCIL\CM\3094C033.GT.CM21):

Reference is to Printer's Date 3/3/21 -H.

Amend the bill, as and if amended, by adding the following appropriately numbered SECTION to read:

/SECTION___. Article 1, Chapter 3, Title 23 of the 1976 Code is amended by adding:

"Section 23-3-90. (A)During the first quarter of each calendar year, SLED must publish a report of the following information regarding the previous calendar year:

(1) the nu mber of law enforcement officer and private citizen interactions with persons openly carrying a firearm;

(2) the reason for the stop of a concealed weapon permit holder, including if the officer or another citizen initiated the stop;

(3) the ethnicity of a concealed weapon permit holder who was stopped;

(4) the duration of the stop;

(5) whether the stop resulted in the issuance of a citation; and

(6) the disposition of any leg al proceedings precipitated by the stop.

(B) The provision s of this section shall sunset three years after the first report required under this section is published."/
