Amend the bill, as and if amended, SECTION 1, by amending Section 24-3-530 by adding the following appropriately lettered subsection at the end to read:

/(_) Prior to the state of an execution, a psychological evaluation of the death row inmate must be performed to ensure the inmate is competent to understand the execution. /
