Senator s HUTTO and SABB proposed the following amendment (3205AMEND10):

Amend the bill, as and if amended, by striking SECTION 1 and inserting the following:

/ SECTION1. The General Assembly of South Carolina, by this joint resolution, hereby applies to Congress, under the provisions of Article V of the Constitution of the United States, for the calling of a convention of the states limited to proposing amendments to the Constitution of the United States that impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for its officials and for members of Congress, and impose a penalty for specific crimes committed against a victim who was intentionally selected by an offender because of the offender's belief or perception regarding the victim's race, color, sex, gender, national origin, sexual orientation, or physical or mental disability, regardless of whether the offender's belief or perception is correct.
