 Senator KIMBRELL proposes the following amendment (DG\4025C016.CC.DG25.DOCX):

 Amend the bill, as and if amended, Part IB, Section 113, AID TO SUBDIVISIONS- STATE TREASURER, page 500, after line 18, by adding an appropriately numbered new proviso to read:

/ (AS-TREAS: Disgorging of funds) In the current fiscal year, if a municipality receives funds from the Local Government and, by ordinance, prohibits medical and mental health professionals from providing conversion therapy or reparative therapy to minors at any time during the current fiscal year, then the Treasurer must claw back all such funds of the municipality to the Local Government Fund.. Conversion therapy or reparative therapy means any practice or treatment that seeks to change an individual's sexual orientation or gender identity, including efforts to change behaviors or gender expressions or to eliminate or reduce sexual or romantic attractions or feelings toward individuals of the same gender.

 Nothing in this proviso prohibits a medical or mental health professional from offering assistance to a minor struggling with gender identity so long as the assistance does not encourage gender transition./
