EXPLANATION: An amendment adding a new proviso regarding mandatory meal plans at institutions of higher education.

Amend the bill, as and if amended, Part IB, Section 117, GENERAL PROVISIONS, page 554, after line 21 , by adding an appropriately numbered proviso to read:

/ (GP: Mandatory Meal Plans) / No public institutions of higher education shall be permitted to require any student to purchase a meal plan as a condition of enrollment or for residing in on-campus housing.

Renumber sections to conform.

Amend totals and titles to conform.
