EXPLANATION: Statewide Prohibition on Required Assocation Membership

Amend the bill, as and if amended, Part IB, Section 27, STATE LIBRARY, page 362, after line 12, by adding an appropriately numbered proviso to read:

/(LIB: Statewide Prohibition on Required Association Membership) For the current fiscal year, state agency, institution of higher education, school district, or political subdivision may require membership in, certification through, or training provided by the South Carolina Association of School Libraries (SCASL), the American Library Association (ALA), or any affiliated organization as a condition of employment, licensure, contract eligibility, or professional advancement if any portion of the cost is funded with state appropriations.
