Amend the bill, as and if amended, Part IB, Section 55, DEPARTMENT OF ENVIRONMENTAL SERVICES, page 421, after line 4, by adding an appropriately numbered proviso to read:
/(DES: PFAS Sampling and Reporting) In order to protect public health, drinking water, and crops from toxic per- and poly-fluoralkyl (PFAS), the Department of Environmental Services (DES) shall use appropriated funds and its existing authority under the Pollution Control Act and federal Clean Water Act to require any individual or entity seeking to land-apply sludge or biosolids to conduct sampling of such materials for PFAS and report the results to DES before land applying any such materials. DES shall establish and maintain an online database where the public can view and cross-reference reported PFAS results with proposed or actual land application sites on an interactive map./
