EXPLANATION: Amend Proviso 101.3.

Amend the bill, as and if amended, Part IB, Section 101, DEPARTMENT OF VETERANS' AFFAIRS, page 486, proviso 101.3., line 36, by inserting at the end after /installations/:

/as well as nonprofit organizations who meet the grant and transparency qualifications of the program, are registered and in good standing with the Secretary of State, and operating in said counties and municipalities./

Amend totals and titles to conform.
