Rep. WETMORE proposes the following amendment (LC-5683.HDB0069H):
Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:
SECTION X. The South Carolina Elections Commission shall develop a statewide voter education and notification program, concerning the changes made by this Act regarding voting in the 2026 congressional districts affected by this act. Such programs must include but are not limited to, a text-message alert system for all voters affected by the changes in this act; direct mail notices to all voters affected by the changes in this act; social media outreach concerning the effects of the act; signage at affected polling locations notifying voters of relevant changes for that particular voting location; a toll-free hotline for public questions and complaints concerning how voters are affected by the changes in this act; and notices identifying absentee ballot options, services, or materials which are made available to the public. The General Assembly shall appropriate funds to the Commission to pay for the costs of such programs.
