Rep. JONES proposes the following amendment (LC-5683.SA0024H):

Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:

SECTION X. Chapter 19, Title 7 of the S.C. Code is amended by adding:

 Section 7-19-130. (A) During any Congressional redistricting, the General Assembly may not draw maps to intentionally:
  (1) favor a political party;
  (2) protect incumbents;
  (3) predetermine electoral outcomes; or
  (4) dilute minority voting influence.
 (B) A citizen of this State may bring a private cause of action in any court of competent jurisdiction against the General Assembly if it fails to comply with the provisions of subsection (A).
