Rep. SPANN-WILDER proposes the following amendment (LC-5683.HDB0078H):
Amend the bill, as and if amended, SECTION 4, by adding a subsection to read:
(I)(1) Notwithstanding the provisions of Chapter 15, Title 7 of the S.C. Code, any voter who casts an absentee ballot in the special primary must be issued an absentee ballot for the special primary runoff without being required to submit another absentee ballot application or otherwise comply with any additional requirement.
(2) Each county board of voter registration and elections shall issue an absentee ballot for the special primary runoff under this subsection to the same address requested by each voter to receive an absentee ballot for the special primary unless a voter timely specifies a different address to which the absentee ballot should be sent.
(3) Absentee ballots cast and returned under this subsection must be counted if postmarked by the date of the special primary runoff and if received no later than three days following the special primary runoff.
(4) All costs incurred by the State Election Commission and county boards of voter registration and elections in administering this subsection must be reimbursed in the 2026-27 Appropriations Act.
