Rep. CLYBURN proposes the following amendment (LC-5683.ECT0044H):

Amend the bill, as and if amended, by deleting SECTION 4.

Amend the bill further, by striking SECTION 5 and inserting:

SECTION 5. This act takes effect upon approval by the Governor January 1, 2028.

Renumber sections to conform.

Amend title to conform.
