    A Bill to amend Section 56-5-4450, Code of Laws of South Carolina, 1976, relating to the times when vehicles must be equipped with lights, so as to provide that lights must be turned on at any time when the vehicle's windshield wipers are in use, are required to be in use, or it is raining or there is fog in the driving zone, and to apply the Section's requirements to roads and streets in addition to highways.
