    A Joint Resolution proposing an amendment to Article III of the Constitution of South Carolina, 1895, relating to the Legislative Department, by adding Section 37 so as to prohibit any regulation promulgated by a state agency, board, commission, or department from becoming effective unless approved by Concurrent Resolution of the General Assembly and to allow the General Assembly to provide by law for the promulgation of emergency regulations.
