    A BILL TO AMEND ACT 1377 OF 1968, AS AMENDED, RELATING TO THE ISSUANCE OF CAPITAL IMPROVEMENT BONDS, SO AS TO AUTHORIZE ADDITIONAL PROJECTS AND CONFORM THE AGGREGATE PRINCIPAL INDEBTEDNESS AMOUNT TO THE ADDITIONAL AMOUNTS AUTHORIZED BY THIS ACT; TO AMEND SECTION 2-7-105, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE AUTHORIZATION OF STATE CAPITAL IMPROVEMENT BONDS, SO AS TO LIMIT BOND AUTHORIZATIONS TO A STATE AGENCY OR INSTITUTION INCLUDED IN THE ANNUAL GENERAL APPROPRIATIONS ACT; AND TO AMEND THE 1976 CODE BY ADDING SECTION 59-101-370 SO AS TO REQUIRE AT LEAST A TWENTY PERCENT MATCH WITH NONSTATE FUNDS FOR NEW TECHNICAL COLLEGE CONSTRUCTION PROJECTS THAT ARE FUNDED BY STATE CAPITAL IMPROVEMENT BONDS.-AMENDED TITLE
