S. 1236

A SENATE RESOLUTION

TO COMMEND MAYOR FRANK MIZELL OF WINDSOR FOR HIS MANY YEARS OF DEDICATED PUBLIC SERVICE, TO CONGRATULATE HIM UPON HIS RETIREMENT AS MAYOR OF WINDSOR, AND TO WISH HIM MUCH SUCCESS AND FULFILLMENT IN ALL HIS FUTURE ENDEAVORS.

Whereas, the Senate notes with appreciation the career of Mayor Frank Mizell of Windsor, who will retire in November 2014 after thirty-four successful years at the helm of his town's government; and

Whereas, Frank was born in Summerville to Frank and Lola Mizell. Frank Mizell, Jr., was the only brother to his three sisters; and

Whereas, Frank gained valuable work experience as a young boy, taking on jobs ranging from delivering the Augusta Chronicle in Windsor to bagging groceries at a local grocery store to help pay for his college education; and

Whereas, Frank attended the University of South Carolina Aiken for two years and went on to complete his bachelor's degree in business administration at the University of South Carolina's Columbia campus; and

Whereas, after his graduation from the University of South Carolina, Frank Mizell became a member of the South Carolina Bankers Association. He has been in banking for forty-three years and has been employed by Williston's First Citizens Bank since 1996. He will continue working there after his retirement as mayor; and

Whereas, away from the office, Frank serves as president of the Williston Lions Club and is a member of the Masonic Lodge in Williston. Frank also attends the First Baptist Church of Windsor, where he formerly directed the choir. He enjoys spending time at his home in Windsor and also enjoys hunting deer, quail, and doves; and

Whereas, "Mayor Frank", as he is affectionately known, has dedicated countless hours to helping the citizens of Windsor, eastern Aiken County, and western Barnwell County for years; and

Whereas, Frank Mizell's platform when he ran for mayor was simply that he wanted to "help Windsor and make Windsor a better place". Accordingly, as he leaves office, he hopes to be remembered as a "country boy who has been blessed, who cared about his hometown and did something to make it better"; and

Whereas, the Senate is grateful for the visionary leadership of Mayor Frank Mizell, and the members take much pleasure in joining with the citizens of Windsor and the surrounding communities in extending to him best wishes as he begins a well-deserved retirement. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, commend Mayor Frank Mizell of Windsor for his many years of dedicated public service, congratulate him upon his retirement as mayor of Windsor, and wish him much success and fulfillment in all his future endeavors.

Be it further resolved that a copy of this resolution be provided to Mayor Frank Mizell.
