A CONCURRENT RESOLUTION

TO HONOR DR. LAVERNE LEBBY DAVIS, PRINCIPAL OF ST. HELENA ELEMENTARY SCHOOL IN BEAUFORT COUNTY, FOR HER OUTSTANDING LEADERSHIP IN THE SUCCESS OF HER STUDENTS AS THEIR STANDARDIZED TEST SCORES CLIMBED FROM WORST TO FIRST IN JUST SIX YEARS WITH HER AT THE SCHOOL'S HELM.

Whereas, Dr. LaVerne Lebby Davis took over as principal of St. Helena Elementary School in Beaufort County in the 1990-91 school year; and

Whereas, at that time student test scores were at the very bottom in the county in reading and social studies, and only slightly better in math and science; and

Whereas, Dr. Davis had higher expectations for her students, considered to comprise a high-risk student body by any measure: low income and historically educationally disadvantaged; and

Whereas, Dr. Davis, daughter of principal, historian, and Fulbright Scholar George Washington Lebby, Sr., identified the risk factors and instituted programs to overcome them; and

Whereas, just a few of her accomplishments include more than seventy Adopt-a-School Volunteers from Dataw and Fripp Islands; after-school and Saturday School programs in Algebra, piano, Spanish, and strings; a male choir, Teacher Cadets, Boy and Girl Scouts; and limitless support from faculty, staff, and students' families; and

Whereas, as a result of her high expectations, her institution of numerous innovations, and her leadership, the students' scores at St. Helena Elementary School were tops in Beaufort County for 1997, scoring seventeen points better than the national average and outscoring all other Beaufort County elementary schools in the three R's: combined math, reading, and language; and

Whereas, Dr. Lebby has translated her doctorate in curriculum and instruction from the University of South Carolina and her father's belief in the importance of education as a gift to a child to lift up the children of St. Helena Elementary School and bring pride to the community it serves. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly honor Dr. LaVerne Lebby Davis, Principal of St. Helena Elementary School in Beaufort County, for her outstanding leadership in the success of her students as their standardized test scores climbed from worst to first in just six years with her at the school's helm.

Be it further resolved that a copy of this resolution be forwarded to Dr. LaVerne Lebby Davis.
