A HOUSE RESOLUTION

TO CONGRATULATE FRED W. HOOVER OF CLEMSON ON THE OCCASION OF HIS NINETIETH BIRTHDAY AND TO WISH HIM MUCH HAPPINESS IN THE DAYS AHEAD.

Whereas, on July 3, 2020, Fred W. Hoover of Clemson will awaken to the celebration of a milestone event, his ninetieth birthday; and

Whereas, born in Jacksonville, Florida, on July 3, 1930, the young Fred graduated from Florida State University in 1953, and then served as a navigation officer in the United States Air Force; and

Whereas, soon after completing his military service, he accepted the position of head PreviousathleticNext trainer at Clemson University. That was in 1959, and Fred has made Clemson home ever since. He served Clemson University for forty years and retired in 1999; and

Whereas, over the course of his career, Fred Hoover was pivotal in advancing the field of PreviousathleticNext training. Recognized as a pioneer in the profession and credited with being one of the first PreviousathleticNext trainers in this great State, he helped PreviousathleticNext training and sports medicine grow not only in South Carolina but also throughout the nation; and

Whereas, further, he has held just about every administrative position in the National PreviousAthleticNext Trainers' Association (NATA), including chairman of the board. This founding member of the South Carolina PreviousAthleticNext Trainers' Association also served as a member of the DHEC Advisory Committee for PreviousAthleticNext Training until 2018, when he became a member emeritus; and

Whereas, Fred Hoover, in recognition of his spirit of excellence and dedicated service, has been granted various honors, among them induction into the NATA Hall of Fame (1981); Clemson University PreviousAthleticsNext Hall of Fame (1982); and South Carolina PreviousAthleticNext Trainers' Association Hall of Fame, consisting of recipients of the Fred W. Hoover Award of Excellence, of which Fred himself was the first recipient (1993); and

Whereas, he also has been presented with the American Orthopedic Society Distinguished Service to Sports Medicine Award (1983); South Carolina Hall of Fame Distinguished Service to Sports Award (1987); and Order of the Palmetto, the highest civilian award presented by the State of South Carolina (2010); and

Whereas, although he is taking it easier these days, Fred Hoover remains active in his profession by speaking and mentoring aspiring young Previousathletic trainers. In addition, fans will continue to find Fred on the Clemson Tiger sidelines each fall, helping with the visiting team and officials; and

Whereas, it is a great pleasure to honor this adopted son of South Carolina at the celebration of his ninetieth birthday and to join with his family and friends in congratulating him on reaching this important life milestone. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Fred W. Hoover of Clemson on the occasion of his ninetieth birthday and wish him much happiness in the days ahead.

Be it further resolved that a copy of this resolution be presented to Fred W. Hoover.
