 A CONCURRENT RESOLUTION TO EXPRESS THE GENUINE APPRECIATION AND THANKS OF THE
 MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY FOR THE STEADFAST SUPPORT AND
 LOYALTY OF SPAIN AS AN ALLY OF THE UNITED STATES THROUGHOUT THE IRAQI CRISIS,
 TO COMMEND THE LEADERS OF THE GOVERNMENT OF SPAIN FOR THEIR COURAGE IN THE
 FACE OF POPULAR OPPOSITION TO THE INVASION OF IRAQ TO REPLACE SADDAM HUSSEIN
 AND RID IRAQ OF WEAPONS OF MASS DESTRUCTION, AND TO URGE A CONTINUATION OF

TO EXPRESS THE GENUINE APPRECIATION AND THANKS OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY FOR THE STEADFAST SUPPORT AND LOYALTY OF SPAIN AS AN ALLY OF THE UNITED STATES THROUGHOUT THE IRAQI CRISIS, TO COMMEND THE LEADERS OF THE GOVERNMENT OF SPAIN FOR THEIR COURAGE IN THE FACE OF POPULAR OPPOSITION TO THE INVASION OF IRAQ TO REPLACE SADDAM HUSSEIN AND RID IRAQ OF WEAPONS OF MASS DESTRUCTION, AND TO URGE A CONTINUATION OF GOOD RELATIONS BETWEEN SPAIN AND THE UNITED STATES IN THE YEARS TO COME.

Amend Title To Conform

Whereas, despite overwhelming evidence that Saddam Hussein possesses weapons of mass destruction and has used them against his own people, and despite Saddam Hussein's repeated failure and refusal to comply with United Nations' mandates that he divest Iraq of weapons of mass destruction, some key allies are notably absent from the United States led coalition to disarm Iraq; and

Whereas, with European allies turning against the United States in the current crisis over what to do about Saddam Hussein and his weapons of mass destruction, Spain, along with the United Kingdom, has once again proved to be among the staunchest of America's allies and supporters; and

Whereas, the United States, Great Britain, and Spain were recently very close to securing a majority on the United Nations Security Council on a new resolution setting terms for Iraq to avoid an invasion; and

Whereas, in recent weeks Jose Maria Aznar, Spain's prime minister and one of Europe's staunchest supporters of President George W. Bush's policy on Iraq, has been repeatedly attacked at home for his stand, with the opposition Socialist Party rejecting a plea for unity in the face of war; and

Whereas, Spain's support of the United States and Britain has proved deeply unpopular and is not without its cost or political risk. All opposition parties in Spain are opposed to a war to replace Saddam Hussein's regime or to disarm Iraq, and recent polls show eighty percent of the Spanish population oppose a war against Iraq. Nevertheless, Spain's support for the efforts of the United States and Britain has been steadfast through the crisis; and

Whereas, in support of the United States, the United Kingdom, and Spain's position before the Security Council of the United Nations, Prime Minister Aznar of Spain said that an attack against Iraq despite a negative vote in the Security Council is "totally legitimate" and that Spain would continue to support Washington and London in its determination to replace Saddam Hussein's regime; and

Whereas, in addition to supporting the United States diplomatically through the Iraqi crisis, Spain has pledged military personnel and equipment to the war effort in a support capacity and has offered war planes to help in the defense of Turkey. In addition, the fully armed Spanish aircraft carrier Principe de Asturias left the Cadiz base of Rota recently and does not have a date of return; and

Whereas, the steadfast determination to support and do what must be done to replace Saddam Hussein and disarm Iraq demonstrated by the leaders and government of Spain is highly commendable. The support rendered to the United States and other coalition partners in the current crisis over Iraq has been invaluable; and

Whereas, it is entirely fitting and proper that the members of the South Carolina General Assembly take this opportunity to express their genuine appreciation and thanks to Spain and the Spanish government for their steadfast support. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, express their genuine appreciation and thanks for the steadfast support and loyalty of Spain as an ally of the United States throughout the Iraqi crisis, commend the leaders of the government of Spain for their courage in the face of popular opposition to the invasion of Iraq to replace Saddam Hussein and rid Iraq of weapons of mass destruction, and urge a continuation of good relations between Spain and the United States in the years to come.

Be it further resolved that copies of this resolution be forwarded to the President of the United States, George W. Bush; the Prime Minister of Spain, Jose Maria Aznar; the Permanent Representative of Spain to the United Nations, Inocencio F. Arias; the Ambassador of Spain to the United States, Javier Ruperez; and to each member of the South Carolina Congressional Delegation.
