YEARS OF SERVICE TO THE CITIZENS OF THIS STATE IN THE AREA OF VETERANS
AFFAIRS.

A CONCURRENT RESOLUTION
RECOGNIZING CLARENCE L. "ROCKY" BYARS OF GAFFNEY UPON HIS RETIREMENT AS VETERANS AFFAIRS OFFICER FOR CHEROKEE COUNTY, AND EXPRESSING THE GRATITUDE OF THE GENERAL ASSEMBLY OF SOUTH CAROLINA FOR HIS TWENTY-TWO YEARS OF SERVICE TO THE CITIZENS OF THIS STATE IN THE AREA OF VETERANS AFFAIRS.
Whereas, Clarence L. "Rocky" Byars of Gaffney, South Carolina, retired February 10, 1999, as Veterans Affairs Officer of Cherokee County; and
Whereas, his twenty-two years of service to the veterans of South Carolina include ten years at the State Veterans Affairs Office in Columbia; and
Whereas, he began his career of military service with twenty-two and one-half years in the United States Air Force and ended it by ensuring that eligible Cherokee County veterans had signed off on their forms for this new benefits year; and
Whereas, Rocky's administration saw the complete automation of the veterans' service business, affording instantaneous contact with the Washington, D. C. Office; and
Whereas, his office never lost its human touch and sincere concern for the well-being of its courageous clients; and
Whereas, Rocky now looks forward to spending special time with his family: wife Chris, sons Jerry and Steve, and four "grandbabies". Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly of South Carolina do hereby recognize Clarence L. "Rocky" Byars upon his retirement as Veterans Affairs Officer for Cherokee County and express their gratitude for his twenty-two years of service to the citizens of this State in the area of Veterans Affairs.
Be it further resolved that a copy of this resolution be forwarded to Clarence L. "Rocky" Byars.
