 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Sections
 38-3-21, 38-3-22, and 38-3-23, so as to provide for the creation of an
 Insurance Commission Merit Selection Panel and provide for its duties and to
 provide that members of the Commission shall serve as full-time employees and
 be compensated accordingly; and to amend Section 38-3-20, Code of Laws of
 South Carolina, 1976, relating to the composition and selection of the
 Insurance Commission, so as to provide for the appointment of members by the
 Governor from nominees submitted by the panel.
