 A Bill to establish a State General Reserve Fund not to exceed sixty million
 dollars, provide for the use of the fund to cover deficits in General Fund
 Revenue and establish priorities for the use of General Fund Surpluses which
 exceed the Reserve Fund requirements, and to repeal Section 12 of Part II,
 Permanent Provisions, of Act 219 of 1977, relating to limitation of
 appropriations.
