 A Bill to amend Title 40, Code of Laws of South Carolina, 1976, relating to
 professions and occupations, by adding Chapter 54, regarding dealers in
 precious metals, so as to require such dealers to register, to post bond in
 certain cases of non-residency, to maintain certain records, to make records
 available to law enforcement officers, to not buy from minors or in cash, to
 hold precious metals for ten days prior to sale; to provide that corporations
 shall deal in precious metals through registered dealers only; to provide
 civil penalties in certain cases of noncompliance, and to provide criminal
 penalties; to amend the Code of Laws of South Carolina, 1976, by adding
 Section 16-11-40, so as to prohibit melting, crushing or altering the identity
 of any gold or silver, or to possess used equipment therefor, without
 licensing by or a waiver from the State Law Enforcement Division, and to
 provide penalties; and to grant the State Law Enforcement Division authority
 to promulgate regulations.
