H 2361 General Bill, By P. Freeman, H.H. Keyserling and Kirsh
A Bill to provide for the regulation of dealers in precious metals, to define
the term "Precious Metals", to require permanent locations for dealers in
precious metals, to require permits to engage in such business and to provide
for the requirements of and fees for such permits, to prohibit dealers from
making purchases of such goods from minors without first obtaining the consent
of the minor's parent or legal guardian, to require such dealers to obtain
positive identification from sellers of such goods and require photographs
under certain circumstances, to require dealers to keep certain records, to
prohibit the resale or alteration of the precious metals purchased for a
period of ten days after purchase, to provide certain exemptions and to
provide penalties for violations.
