 A Bill to amend Section 58-27-880, Code of Laws of South Carolina, 1976,
 relating to electrical utilities putting suspended rates into effect by giving
 bond and the interest required on disallowed rate increases, so as to provide
 that the interest rate required on disallowed increases shall be equal to the
 average prime rate at the time the disallowed increase was put into effect
 under bond of the five largest banks (by deposits) in South Carolina.
