 A Bill to provide for a "zero-based" budget review of every state agency,
 department, and institution every four years by a joint committee of the House
 of Representatives and the Senate, to provide for the appointment of joint
 committees to conduct budget review and require each joint committee to make
 findings with respect to the review that must be referred to the Ways and
 Means Committee of the House of Representatives and the Senate Finance
 Committee, and to establish a schedule for quadrennial budget reviews.
