A Bill to amend Article 7, Chapter 21, Title 12, Code of Laws of South
Carolina, 1976, relating to the tax on beer and wine by adding Section
12-21-1035 so as to levy a ten percent surtax on beer and wine taxes and
distribute seventy-five percent of the revenue to counties on a per capita
basis for alcohol and drug abuse programs and twenty-five percent to the South
Carolina Commission on Alcohol and Drug Abuse for alcohol and drug abuse
programs and prohibit the surtax revenues from supplanting other available
funding, to amend Section 44-49-40, relating to the powers and duties of the
South Carolina Commission on Alcohol and Drug Abuse so as to require the
Commission to conduct annual programmatic audits of local agencies receiving
state funding for alcohol and drug abuse programs and to amend Section
61-5-360, as amended, relating to the duties of counties in supervising local
alcohol and drug abuse agencies so as to provide that the South Carolina
Commission on Alcohol and Drug Abuse shall provide guidelines for the annual
county fiscal audit of local programs or may itself audit local programs if
guidelines are not followed.
