 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section
 34-31-35 so as to limit the annual rate of interest which may be imposed on
 unpaid credit card or charge card balances to fifteen percent or five percent
 above the prime rate, whichever is less.
