 A Bill to amend Article 3 of Chapter 1 of Title 20, Code of Laws of South
 Carolina, 1976, relating to provisions concerning marriage licenses, by adding
 Section 20-1-225 so as to require applicants for a marriage license to submit
 to testing and examination for certain diseases, require every application for
 a marriage license to be accompanied by a physician's certificate stating that
 neither of the persons tested and examined has any venereal disease or AIDS,
 provide for the costs of the testing and examination, and require the
 Department of Health and Environmental Control to promulgate certain
 regulations; and to amend Section 20-1-230, relating to issuance of marriage
 licenses, so as to include the physician's certificate of Section 20-1-225
 with the application for a marriage license under Section 20-1-220.
