of South Carolina, 1976, relating to child welfare agencies, so as to revise
the provisions regulating these agencies by providing for definitions,
exceptions, registration, administration of the Subarticle's provisions,
duties of the Department of Social Services, the Child Welfare Agency
Standards Advisory Committee, administrative sanctions, civil actions,
criminal proceedings, confidential information, and penalties; to amend
Section 44-1-140, relating to regulations of the Department of Health and
Environmental Control, so as to provide for the establishment of health and
safety standards for facilities or agencies providing residential services to
children; and to provide for the application for a registration certificate
within six months after the effective date of the Act, causes of action
pending on the effective date, and effective regulations.
