A Bill to amend Section 7-7-110, Code of Laws of South Carolina, 1976,
relating to the designation of voting precincts in Beaufort County, so as to
delete from the Code Section the description of the boundaries of the
precincts, add new precincts to the list of voting precincts in the county,
provide for the precinct lines defining all of the county's precincts, and
provide that the polling places for the precincts must be determined by the
Beaufort County Election Commission with the approval of a majority of the
Beaufort County Legislative Delegation; and to amend Act 1435 of 1970,
relating to the Point South Public Service District in Jasper County, so as to
provide that the governing commission of the District consists of three
residents of South Carolina appointed by the Governor upon the recommendation
of the county legislative delegation of Jasper County, rather than the county
legislative delegations of both Jasper and Beaufort Counties.-amended title

AN ACT TO AMEND SECTION 7-7-110, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING
TO THE DESIGNATION OF VOTING PRECINCTS IN BEAUFORT COUNTY, SO AS TO DELETE FROM
THE CODE SECTION THE DESCRIPTION OF THE BOUNDARIES OF THE PRECINCTS, ADD NEW
PRECINCTS TO THE LIST OF VOTING PRECINCTS IN THE COUNTY, PROVIDE FOR THE PRECINCT
LINES DEFINING ALL OF THE COUNTY'S PRECINCTS, AND PROVIDE THAT THE POLLING PLACES
FOR THE PRECINCTS MUST BE DETERMINED BY THE BEAUFORT COUNTY ELECTION COMMISSION
WITH THE APPROVAL OF A MAJORITY OF THE BEAUFORT COUNTY LEGISLATIVE DELEGATION;
AND TO AMEND ACT 1435 of 1970, RELATING TO THE POINT SOUTH PUBLIC SERVICE
DISTRICT IN JASPER COUNTY, SO AS TO PROVIDE THAT THE GOVERNING COMMISSION OF THE
DISTRICT CONSISTS OF THREE RESIDENTS OF SOUTH CAROLINA APPOINTED BY THE GOVERNOR
UPON THE RECOMMENDATION OF THE COUNTY LEGISLATIVE DELEGATION OF JASPER COUNTY,
RATHER THAN THE COUNTY LEGISLATIVE DELEGATIONS OF BOTH JASPER AND BEAUFORT
COUNTIES.
Be it enacted by the General Assembly of the State of South Carolina:
Precincts; precinct lines and map; polling places
SECTION 1. Section 7-7-110 of the 1976 Code is amended to read:
"Section 7-7-110. In Beaufort County there are the following voting
precincts:
Beaufort No. 1-A; Beaufort No. 1-B; Beaufort No. 2; Beaufort No. 3; Bluffton
No. 1; Bluffton No. 2; Burton No. 1-A; Burton No. 1-B; Burton No. 2-A; Burton No.
2-B; Burton 2-C; Burton No. 3; Chechessee; Dale Lobeco; Daufuskie; Hilton Head
1; Hilton Head 2; Hilton Head 3; Hilton Head 4; Hilton Head 5; Hilton Head 6-A;
Hilton Head 6-B; Hilton Head 7; Hilton Head 8; Hilton Head 9; Hilton Head 10;
Hilton Head 11; Hilton Head 12; Hilton Head 13; Hilton Head 14; Hilton Head 15-A;
Hilton Head 15-B; Ladys Island 1-A; Ladys Island 2-A; Ladys Island 3-A; Ladys
Island 1-B; Mossy Oaks No. 1-A; Mossy Oaks No. 1-B; Mossy Oaks No. 2; Port Royal
No. 1; Port Royal No. 2; Seabrook No. 1; Seabrook No. 2; Seabrook No. 3; Sheldon
No. 1; Sheldon No. 2; St. Helena 1-A; St. Helena 1-B; St. Helena No. 2-A; St.
Helena No. 2-B; and St. Helena No. 2-C.
The precinct lines defining the above precincts are as shown on the official
map prepared by and on file with the Division of Research and Statistical
Services of the Budget and Control Board and as shown on certified copies of the
official map provided to the State Election Commission and the Beaufort County
Board of Voter Registration by the Division of Research and Statistical Services.
The polling places for the above precincts must be determined by the Beaufort
County Election Commission with the approval of a majority of the Beaufort County
Legislative Delegation."
District Commission; recommendation process changed
SECTION 2. The first paragraph of Section 3 of Act 1435 of 1970 is amended to
read:
"The district is governed by a commission to be known as the Point South
Public Service District Commission. The Commission consists of three residents
of South Carolina who must be appointed by the Governor upon the recommendation
of the county legislative delegation of Jasper County, including the
representatives. One member must be appointed for an initial term of one year,
one member for two years, and one member for three years. Thereafter all members
must be appointed to serve terms of three years and until their successors are
appointed and qualify. All of the terms begin as of the effective date of this
act. Any vacancy occurring in the office of commissioner by reason of death,
resignation, or otherwise must be filled for the remainder of the unexpired term
by appointment by the Governor."

SECTION 3. This act takes effect upon approval by the Governor. |
