 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Article 50
 to Chapter 5 of Title 56 so as to require occupants of motor vehicles to wear
 a properly fastened safety belt, to provide exceptions, and to provide
 penalties for violations.
